New CPU becomes extremely hot and won't boot up again after resetting fTPM + New motherboard issues

After upgrading my Ryzen 5 1500X to a new Ryzen 5 5600, I decided to test it out with all of the other hardware left as is. At the first bootup, it prompted me to ask if I wanted to reset fTPM. I decided to go ahead with it, and then... nothing. The screen was blank for a solid minute and the CPU fan was barely running at all. Since nothing seemed to be going on at all, I restarted the computer only to find that it was bootlooping with no video output and, once again, the CPU fan was barely running. I disconnected the power supply and tried to take out the CPU, only to find that it was WAY too hot to even touch. The old CPU still works perfectly fine.

I also bought a new motherboard just in case the old one wasn't up to the task, and neither CPU would boot up on it. Did I just cook both my new CPU and motherboard??

Here are the other specs for my old PC:

MOTHERBOARD (old): ASRock AB350M Pro4 updated to firmware version 7.40

MOTHERBOARD (new): ASUS PRIME A320M-K

GPU: EVGA GTX 1060 SC

RAM: TeamForce Vulcan 16GB DDR4

PSU: Corsair RM750

I doubt you cooked them. Modern CPU's will trip out on thermal protection before damage is done, even in early stages of boot. 100+ °C will feel very hot to touch.

It was probably tripping out before the POST prompt. Let it cool down, redo the cooler application, clear CMOS, and try again.
