Is condensation on GPU radiator fans normal?

Nope. Happens sometimes. Worst case reoil with proper lubricant noctuas allow that.

My build is as described in my signature. I have a top mounted cpu radiator in a push configuration and a side mounted gpu radiator in pull configuration, though only the gpu radiator fans experience the condensation pictured below. I live in Seattle, so 40-60% relative humidity is pretty normal. Is the condensation on my GPU rad fans normal or is there potentially something wrong with my GPU radiator? Note, the condensation on my 4 GPU rad fans follows the same pattern as below but is worse on the very top and bottom fans and lightest on the middle fans. My GPU rad is mounted tubes down. The bottom fan is the one pictured below for reference.

yellow doesnt mean much, coolant in radiators are often also yellow. I'd try move the fan to a different spot, if the fluid follows the fan then replace the fan.  Otherwise the radiator is broken on that spot.
