HDD has less space while its empty

Sure.

I installed an old hdd with windows vista and a buncha other crap on it to my pc recently, than after i installed it i deleted everything from the hdd but i still see half of the hdd is used up even tho nothing is inside of it? Why?

You need to format the drive, not just right click + Delete everything. If it still shows the drive like this after an actual format that would mean the drive is bad. If it's a standard mechanical HDD that is like a 250GB or 260GB just toss it, it's not worth even attempting to use. They're at least 15 years old and most are either failing or have failed.

You should fully reformat it, and maybe it has some other hidden partition, look in Disk partitions utilities

a mod is telling me to just right click the disk and format it from file explorer but i think it deletes everything lol, i just wanna delete everything than csgo

But your drive (Disk2) is 60GB max why did you expect it to be bigger ??
