So i am building a pc just meant for video streaming and editing, no gaming. So I just wanted a cheap GPU with decent video encoding. I wanted to know if the 1630 had the same video encoder as other Nvidia GPUs. Or if the a380 is stable enough to take advantage of the better AV1 encoder? both are about the same at my micro center so which one is the better buy?

At risk of stating obvious, check if the Intel AV1 encoder is supported in the software that will be used. nvenc is a pretty safe bet otherwise.

From what I understood GPU encoding was much more efficient and better then CPU encoding, but if they can get the same result for a similar price then I’ll look into it. Thanks

Not exactly always true, NVENC is targeted at lower quality, lower resolution that is FHD and fast streaming. CPU is the opposite, it can potentially, easily edge out cheaper GPU on TV resolutions such as 4k and higher bitrates. That's where CPU typically shines. Another bonus of having a strong CPU for that application is, well... having a strong CPU. Since you don't require gaming, you'll have it all-in-one with the CPU option.

That's just the way it is especially with older cards and their NVENC. NVENC is originally created for game streaming, correct me if I'm wrong, but it was targeted towards Twitch and 1080p. That's just what it is still a good part, CPU with lots of cores can beat it down higher bitrates and resolution. I've tested this myself with Bandicam as well.
