Bent pins?

Do these look bent?
 

b1 and b2 memory slots are not posting. New build.

Not seeing any obviously bent pins. What board is it, and are you only using 2 DIMMs or do you have 4?

Entirely possible you just didn't get a good mount, sometimes those things happen. Less common in self tightening latch systems as opposed to manual tightening like large Xeon server and Threadripper, but entirely possible. Try going and putting it back in again and see if anything changes. If not: do a CMOS clear to reset BIOS settings.

Two dimms. Rgb works on them no matter what slot.

Tried clear cmos. 
got it to boot with one dimm in a1. 
will not boot with dimm in a2,b1,b2

^^ +1 to this, in addition the motherboard says to use specifically A2 and B2 when running 2 DIMMs. If doing that and Ben's suggestions don't work, then yeah the RMA (or if you just bought the board return/exchange it with the seller as that's probably faster) @Somerandomtechyboisuggested is probably the best bet.
