 So i've overclocked my cpu and after that it didn't work i replaced the cpu it didn't work then i also replaced the gpu it didn't work i already the cmos battery reset before doing any replacing too I've made sure everything is connected properly i disconnected everything and reconnected everything still doesn't work I need help with this.

CMOS reset is the way to make it start working again but you have to do it right and here's how and the exact order of things to do this with.
Make sure the following steps are done as layed out in order.

1: Turn off the system power supply with it's switch on the unit or simply unplug the PC from the wall to remove power from the system (Important!), then press the system power button a few times to fully discharge the board's caps and so on.

 

2: Remove the CMOS battery itself.

 

3: (Optional) You can also place the CMOS jumper to it's "Clear" position if you want, normally it's not required but in some cases it is. If a clearing fails at first and you didn't do it, try it along with the rest in the order these steps are presented.

 

4: Once the previous steps are done, wait about 5-10 minutes, leaving the system "As Is".

5: After the time suggested had passed, reset everything in the reverse order of what you just did - That's steps 3,2 and 1 in that exact order. If you didn't move the jumper for step 3, then it's only steps 2 and 1 you have to worry about but still in that order of reversal. 

6: Once all is back as it should be, try the system and see if it works. You WILL have to reset everything in the BIOS including system time and date along with any and all else in the BIOS - Be prepared to do that and ONLY try it at stock first, the idea is to get it back working again, any OC'ing tweaks can be done after system functionality is confirmed.

NOTE:
Some boards are really stubborn about clearing settings even with the above and if so in your case, that means you'll have to try an overnight clearing.
That simply means instead of 5-10 minutes of waiting you'll leave it that way overnight or at least for several hours (About 8 hours or so) AND it's highly suggested to place the jumper into the "Clear" position on the board.

Once the time has passed, you simply reverse the order of steps as indicated and try it, minding step 6 for initial recovery and confirmation the system is working again.

Pc case rgb fans work and gpu fans and cpu fan but no signal on monitor or my drawing tablet that has a display no signal on either i tried different hdmi cable and display cable nothing works

How did you clear cmos? Using the jumper?

Unless you happen to have voltage settings that go to 2.2v+ you aint gonna instakill a chip

 

Most somewhat higher end max at a measly 1.8-2.1v

 

In fact i have tested the 2.1v setting on my p5q and my 45nm pentium still works, though the actual volt is a meager 2.05 due to vdroop, gotta test my ud3r though since that goes to 2.3v

If you didn't do it correctly it won't clear - That's why I posted the steps to do it correctly.

If you still have power from the wall outlet to the power supply AND you didn't switch off the PSU it held it's current settings because it's still getting power from the PSU - Removing the battery doesn't affect it as long as you have power going to the system itself.
