GPU Dilema (Best 3070 vs Worst 3070 Ti)

Good day.

 

Since Black Friday is around the corner, I thought I'd save enough for a GPU, since I'm using an Athlon 3000g and bought a R7 5800x thinking it'd suffice until I get to buy a GPU.

 

Aiming high, I found that EVGA's FTW3 3070 Ultra is at a price that I could probably afford ($800 USD aprox.). Sounds good to me, but then I found that EVGA's XC3 3070 Ti Ultra sometimes goes $50 USD cheaper than the aforementioned 3070.
Sounded like a good deal to me! Until I watched O!Technology's tier list video for the 3070 and 3070 Ti.

 

Reading through Reddit, I have found arguments that the worst 3070 Ti would be better than the best 3070. But, considering thermals and noise, I then found myself doubting if that'd be true.

 

Question then being, should I choose the "better" priced Ti or should I go for the better ranked 3070? And considering the rumors of upgraded models for the 30 series, should I wait for those instead?

For reference, here're some parts of my current setup:

CPU: Athlon 3000g (and a R7 5800x going unused)
Cooler: Noctua NH-U12S redux
RAM: HyperX Fury 8GB 3200Mhz x2
PSU: SilverStone Technology ET550-HG 80 Plus Gold (I will upgrade my PSU as well)
MoBo: Asus TUF B550M-PLUS
Case: Cooler Master MasterBox Q300L
Fans: upHere 120mm (3 pack)

I'll assume you're not in the US, because with $800 you could get a 3080.

Anyway, hear me out, instead of 3070/3070Ti, why not go with 6800/6800 XT? They are possibly cheaper than RTX 3070 series, performs better too.

If you insist on getting 3070, if the price is about the same then get the 3070 Ti, performance matters more in gaming, would you even be able to hear the supposedly noisy fans when you're gaming?

You're correct, I'm not from the US. I was considering the 6800 XT too but I'd like to take advantage of the CUDA cores for machine learning.
Regarding the noise, I don't really have a point of reference since I've never had a noisy PC.

Considering what you've said about the price of the 3080, I could see if I can move some pieces around so that I can import one without much issue.

Oh yeah, I do have a R7 5800x going unused. So when I get my GPU I can change the Athlon for the R7.

I have ryzen 5 5600 Zen3 now with gigabyte gaming x v2 mobo and 3200MHz ddr4 now it's only missing mvem drives
