Excessive RAM usage

For a while now I've been dealing with my computers RAM usage being really high for what's open. I've tried resetting my computer which fixes it but keeping personal files (which is probably why it keeps happening.) I have reset it twice and both times after about 6 months the problem comes back. What program is hoarding the memory? Click on the memory tab to sort it on usage (the one in the second screenshot with 47% above it)

Maybe I just subscribe to the old school which says "RAM you aren't using is RAM you are wasting"

47% isn't the end of the world.  Is it actually causing performance problems?

Occasionally I'll be playing a game and it will lag because my computer is using all 32 gigs but that's rare

It's rare for that to happen but the only difference is that the game I'm playing uses more like 8 gigs.
