Hello. Was wondering if i could connect the end of an esd strap to the end of a laptop charger (the part circled in red). I cant use my psu and case since they are painted. Of you have any other ways i can ground myself that are better then it would be kind if you could tell me

tough metal that is grounded occasionally, keep humidity above 50%, and don't do it on a carpet. esd is not as big of a problem as it was back in the P2 era days. components are much less sensitive to esd now. for reference, watch electroboom video.

NO.

The barrel jack has only negative and positive and the negative is not guaranteed to be connected to earth , it basically depends on what transformer is used (what class , if it's double isolated or not) inside the power supply, if there's a Y class capacitor between primary and secondary and if it is if it's proper Y class and not some fake.

An ESD strap is just some conductive material touching your hand and a high value resistor (typically 1 megaohm) in series with this wire. The wire then connects to earth.

The big resistor is there so that if you're connected to earthing and there's some other device somewhere in circuit that has a fault and current goes to earth, the resistor prevents that current from going through the wire to you.

Buy a regular UK plug or buy a ready made cable with plug that has earthing (3 wires) and cut the end opposite to the plug to get access to the wires. Insulate the live and neutral and connect your ESD strap to earth wire.. If you buy just the plug, connect your ESD strap to the earthing pin (the bigger thicker pin in the plug)  The earthing wire is the green/yellow wire on the cable.

In theory yes, but I'd still open it up to see how those connect to the earthing pin.  And that looks like a  type f schuko plug (EU, Germany etc) plug, so if you use it with a EU -> UK adapter, the earthing may not be done properly.

If your ESD strap already has a 1 megaohm resistor, it's not a good idea to connect it to the terminal which says it also has a 1 megaohm resistor, as you would double the resistance.
