Steam needs to be online to update

Hello,i bought the asus tuf f15 laptop last week ,and every time i try to open steam this error pops up,the only fix i could find is reinstalling the windows(when the windows is fresh steam and epic games work with no problems and i can use them to install or play games, this problem occurs only after i shut down the laptop and boot it up again.I tried updateing the wireless driver ,updating windows ,reinstalling steam, updateing bios .pretty much every thing ,is it a hardware problem ?Thank you in advance

Update this video helped me solve the problem:

Is the internet connection on your laptop properly working?

As in no issue with browsing and such.

Have you tried reinstalling steam?

Is your firewall blocking steam?
