I have an i3-10100, 1650 super and a 400w PSU, I'm planning to change the graphics card for a rx 6600, is 400w enough for a i3-10100 and a rx 6600?

Which PSU? I'm having a hard time thinking of any great 400W units off the top of my head.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Is that psu at least bronze? If so it should. 450w might be the recommended psu for 6600, but it should work, if you don't want to replace it yet. But it would also help if you undervolt your 6600.

80+ ratings are meaningless these days. Putting aside the fact that 80+ has nothing to do with reliability or quality, shady OEMs figured out long ago that you can build a couple of PSUs with great components, send them off to get the 80+ certification, then fill the actual production units with capacitors made of pure explodium.
