Bluetooth transmitter windows 10 pairing

Hi guys,
I recently purchased a bluetooth transmitter BTI-029
I'm having issues pairing it to my computer. I'm currently hoping to use it to send audio through to my PC from my Quest 2. However the transmitter is not showing up when looking for devices in the windows 10 bluetooth settings.
I am able to pair it to my airpods, but with my pc, galaxy s9 and iphone 13 mini, they cannot find the device at all.
If I change the transmitter to receiver mode, then the bluetooth on my pc picks it up, its just when trying to transmit that it doesn't work.

Does anyone have any ideas about any work arounds for this?
