Bottleneck RTX 3070 with good components?

That explains the low usage then. It doesn't explain the stutters though.

@RONOTHAN## stutters haven't been too noticeable ever since I used fast sync, however I have low FPS in tarkov for a 3070.

@RONOTHAN## you think if I upgrade my monitor to a 240hz and get upgrade my ram from 16 to 32 , things will be better ?

I doubt it. More RAM only helps if you're running out of it, and you can diagnose the monitor by just disabling the framerate cap/running it at 240FPS instead.
