can dry out of thermal paste cause red ring of xbox360?

the fan of xbox360 spin crazily like the jet engine when i turn it on

 

there may be 3 or 4  red ring 

 

the power supply and xbox360 power light are red

 

there is no video signal on the monitor

Yes, RROD can be overheating related.

Red light on the psu can be a psu issue, I’ve seen that show as various rrod's before. Thermal paste is most likely dried out either way, might be worth changing it as well. Don’t do the towel trick, very damaging.

edit: as a side note,back in the day, i ended up using the towel trick about 6 times to get through gears of war 3 on my old falcon. killed the console, but worth it... nostalgia lol

Do you have the specific error code for the RROD? That will let you know exactly what the issue is.
