If you're not hitting TJ Max, it's normal 馃憤 I know that's a stupidly simple answer, but it's the truth.

You can't approximate temperature based on radiator sizing, there are too many variables. That's also excluding the fact that all CPUs generate different amounts of heat. This also varies by the core clock, voltage, and utilization they're being run at sustained. Everything down to what thermal past you use, and your application method can impact your thermal conductivity. Then your ambient room temperature is a factor, your case, and also your fans. The water in your loop will also heat up over time.

The lower the temperatures, the better. CPUs and GPUs scale fairly linearly with temperature.

As long as its cooler than your components it will cool them. My loop is currently at 30 C doing light browsing. Heavy loads can get it to 40-50 C. I've read that around 60 it may start affecting pump lifespan, but I don't know how much water that (still) holds.
