I'm having a giant hard time in finding a good cpu cooler that works with LGA 1700 socket and doesn't make some RAM slots or PCIe slots inaccessible.

The CPU and motherboard i'm going to get is the I5-12400 and Asus Tuf Gaming B660-Plus D4.

Can someone suggest me a good cpu...or a couple so i can choose?

BTW, i'm looking for a tower air cooler

Scythe Mugen 5 or 5S. Great bang for the buck. Excellent cooling, but Noctua's NH-D15 is even better, albeit more expensive. I have a Mugen 5 on my 5900X with PBO enabled, works quite well.

I don't badmouth others' input, I'd appreciate others not badmouthing mine. *** More below ***

Get whatever the cheapest single tower air cooler you can find. The 12400 just doesn't get hot, so literally every tower cooler can keep it cool. The Arctic Freezer X34 is a decent option. The single tower coolers are pretty hard to find with bad mounting hardware (there are some like the OG Hyper 212, but they're few and far between these days) and should not block anything on that board.

This, also @Isildurlock your power limits, do not let your 12400 breathe, it's pointless, and will enable even cheaper coolers (as was shown on HardwareUnboxed video).

My original idea was the Arctic Freezer 34 eSports Duo or even the Arctic Freezer 50 TR, but both seem to be way too big and pass over some connections.

So, i might go the single fan route.

The case space is not a problem, i have the Lian Li Lancool 2 Mesh ARGB, with 176mm clearance.

I'm from Portugal and i'm thinking 50€ at max.

Time stamped to the 10 game average. Power unlocking the 12400 nets only <2% gains in FPS. It's very much not worth it as it's quite easier to cool when power limited. (It can be easily cooled with a SilentiumPC Spartan 5 with 2 heatpipes, or Arctic Freezer 13 even with 3 heatpipes and 92mm fan)

Deepcool AK400/ AK400 White look nice. SilentiumPC Fera 5, Fortis 5 would all work good, so would Scythe Mugen 5 S/C

There's 7 options on the first comparison link, and 8 on the second, all come with LGA in the box, and will cool a power limited 12400/F no problem.

Single mid fan for most dual-tower coolers will open at least 3 of your RAMs to be visible, and is a great option (it also means max 1-3c degrees worse performance.  So does a 1-fan setup on most mid-tier air coolers that are offset to show all the RAM slots

 

Arctic Freezer 34 with 1 fan is also a good option, just don't forget to get the LGA 1700 mounting kit.

But....who would want that?

I want all the RAMs to be visible and usable, that's the all point of this thread.

Micro-ATX motherboards are horrible in this department, imo.

The majority of users only use 2 RAM sticks, and they are in position 2 and 4 by default for all newer motherboards. So it's trivial to remove them with the NH-D15S and any Dual tower cooler that's got even higher cut-outs (like the Cooler Master newest Dual tower).

 

Well trivial to remove most RAM sticks, some are still too high.
