The M1 MacBook Air would do very well with the possible exception of the VM part. Do you need to run X86 VMs?

Phobos: AMD Ryzen 7 2700, 16GB 3000MHz DDR4, ASRock B450 Steel Legend, 8GB Nvidia GeForce RTX 2070, 2GB Nvidia GeForce GT 1030, 1TB Samsung SSD 980, 450W Corsair CXM, Corsair Carbide 175R, Windows 10 Pro

Polaris: Intel Xeon E5-2697 v2, 32GB 1600MHz DDR3, ASRock X79 Extreme6, 12GB Nvidia GeForce RTX 3080, 6GB Nvidia GeForce GTX 1660 Ti, 1TB Crucial MX500, 750W Corsair RM750, Antec SX635, Windows 10 Pro

Pluto: Intel Core i7-2600, 32GB 1600MHz DDR3, ASUS P8Z68-V, 4GB XFX AMD Radeon RX 570, 8GB ASUS AMD Radeon RX 570, 1TB Samsung 860 EVO, 3TB Seagate BarraCuda, 750W EVGA BQ, Fractal Design Focus G, Windows 10 Pro for Workstations

York (NAS): Intel Core i5-2400, 16GB 1600MHz DDR3, HP Compaq OEM, 240GB Kingston V300 (boot), 3x2TB Seagate BarraCuda, 320W HP PSU, HP Compaq 6200 Pro, TrueNAS CORE (12.0)

Id really try to go m1 if you can. Id either run emulated vms, arm vms, or rum the vms in the could. Apple seems to be dropping intel support somewhat quickly and there are already m1 only features in macOS

Yes.

The lower end M1 Air or M1 Pro 13", the other ones are likely out of your budget.

Aim for 16GB of RAM and however much storage you think you need (it's not upgradable so you would need to use external drives for anything more than what's inside)

No, you're probably not. M1 Macs are still very new, and with how much Apple products hold their value for whatever reason, the price difference between a used one and a new one is very small, if you can even find one used in general.

I'm not sure where you are, but it absolutely is possible to get a good deal on a used M1 MBA or MBP. Also, unless stock has increased since I last looked all M1 machines with 16GB of RAM are delayed for several weeks here in the US.

I would get 16GB if you want to use any VMs at all. Even for non-VM use 16GB is preferred.
