For any significant upgrade you would need a new cpu, motherboard, and memory. Even an upgrade to same generation i7 is out of budget unless you shop for a used one.

80+ ratings certify electrical efficiency. Not quality.

Not to discourage you but its still low, a modern processor that could last you years would be 200 alone. Keep saving, you´ll get there.

I found a r5 1600 and b550 and 16 gb 3200 for 230 is that good

Not exactly bad, but I just checked eBay and I was able to price out an R5 1600, B550 motherboard, and 16GB 3200MHz memory for $209. So you're paying about $21 more than what the second hand market is going for.

Had another motherboard, but can't seem to find it anymore. But as GeorgeMKane mentioned, might be better to go with something newer.

Good point, forgot about that.

 

He could go down to a B450 or X470 motherboard instead, and possibly save some money compared to B550 (and it would still support a Ryzen 1600, but allow you to upgrade to a 5000-series CPU later).
