PC is bootlooping and no display, details below.

My brother's rig stopped working the other day, I trouble shooted it for a while, I swapped the ram for stuff that I was sure worked, I put the GTX 970 that was in there in my rig, works fine and I swapped out the CPU and still nothing. It keeps bootlooping and the fans and stuff light up i tried integrated graphics thinking the pcie lane thing might be broken, nope still don't work. Im have a little of speaker in there and I'm not getting any error codes. Any advice from the ltt forum would be greatly appreciated.
