What game is it? A lot of games (especially older games) aren't really written for multi core CPUs and it's not uncommon to have one world thread doing everything and everything else only doing minor calculations if they're doing anything at all.

It is Hearts of iron 4 its last major update was december 2021 and had a few small bug updates and its newest patch was in 7th of april 2022image.png.714add59a28b83aba3f54af224df88d8.png

What you can try since u are using an Nvidia GPU go to the Nvidia control panel - Manage 3D settings - Program Settings - HOI4 Threaded Optimisation to on. 
Works sometimes. Some games even loose FPS from that but U can try that.

Looks to me  like all 8 cores are used to some degree.  You have a 4 core CPU with hyperthreading so take 2 of those pictures at a time and overlay them and you'll see each core is utilized reasonably.  

Even as shown in the picture, you have a load of 35%  or let's say 1/3 .. that means 8 cores are used at 1/3 of their power, or you could say there's 8/3 = 2.66 cpu cores 100% used. 

 

You can use CPU Affinity tool to restrict a game / application to use only some cores and then you would see exactly how much processing power it uses (for example limit it to only 2 cores and see how much those cores are used)

The data reported in the Task Manager Performance tab is not CPU usage. It is CPU Utilization which is completely meaningless on Intel mobile CPUs. This data is calculated using the base frequency of the processor as a reference point. Intel Turbo Boost allows your CPU to run up to 50% faster than the base frequency so these graphs over estimate true CPU usage by up to 50%. This means the graphs can show cores and threads getting pegged at 100% even though the actual CPU usage is far less than that. 

 

The Resource Monitor has the same issue which no one ever seems to notice. How is it possible for the CPU to be running at more than 100% of its maximum frequency? It is only possible when the maximum frequency is being compared to the much lower base frequency. The Task Manager graphs are also a fail when used on Intel CPUs which use a high percentage of turbo boost. They definitely do not represent CPU usage. The utilization data is junk.

You have an 11300H mobile CPU. Starting with the 11th Gen, Intel stopped publishing the rated TDP value.

The biggest problem these CPUs have is power limit throttling. If it is not the CPU being throttled then it might be the GPU that is being either power limit throttled or thermal throttled. You can use GPU-Z to check what the GPU throttling temperature is set to. It can also be used to report any GPU power limit throttling.

Apologizes for reviving the thread, I don't know the problem i do know the solution is to just restart your computer  i don't know how it works but it does i play hoi myself and i can go from a full second being two hours to a full day after restart. im going to add some more screenshots for if in the future anyone can find the answer
