What does this tell me?

So I went into the page of wargame in steam and this notice was above the "buy" button.

 

A friend told that this mean I can download it, but what I get from this is that I can only add it to the library and not download it, but what it say is a little bit redundant to me.

 

Can you guys tell me what this means?

I've only heard of like half of those countries.

 

If you want to activate the game though, I would use a VPN.

 

From what I've heard, you can't even add it to your library unless your IP address is from the countrie(s) stated in your post.

I honestly don't know. Seems kind of like the wrong thing to do from a business standpoint.

Thats because Valve doesn't want rich kids from rich countries buying games cheap from poor countries. So if your IP is something else than what is mentioned in that list (Basicly country outside South America), you need to buy another lisence.

Wouldn't buy it. Seems like you wouldn't be able to play it. Bit weird though.

Like to add. If you have the game and it should work but it doesn't, contact Valve.
