Computer having Stutter and bad Fps

What happens if you reduce the resolution and graphics settings of the game to absolute minimum, and turn off v-sync and any other quality options AND turn off the audio if possible, both SFX and Music?  Still stuttering?

 

If this eliminates the problem then turn on the music and test again.  If still OK, turn on the SFX.  If still OK then increase the res (but not the graphics settings) and see if it starts to happen.  If you get to your max res and it's still fine, then start turning up the detail settings to see if anything is triggering it.  Do this step by step and not just jumping from Minimum to Ultra!  If you find an option that triggers the stuttering, then turn it off and continue the process until you have all the options turned on that allow the game to run perfectly.

 

If this works and you isolate the problem option you can do some research on it, or just leave it off.

 

Also, you mentioned that different GPU's still cause the issue.  Have you ensured you don't have any software running that may interfere? For example, BOINC running with aggressive settings etc.  Are you running the latest Nvidia driver? Have you tried running the game with any background apps stopped (including the software you use to measure FPS)?

 

You don't mention if you're using onboard or a soundcard, have you updated all your drivers?

 

Finally, it is pretty unusual for a heatsink to cover the top PCIe slot on a mobo.  What heatsink is it?  It shouldn't really matter on your board as long as you are using either of the first two blue PCIe slots closest to the CPU socket, but I'm just curious.
