Use all of them. The 3060 is low enough power that if you don't have a second PCIE cable, you can just use the pigtail that sticks off the current connector you're using.

It's fine. That is designed to be 6+2 pins instead of just 8 in case you only have 6 pins on the GPU.

Yes, that's perfectly fine. Those two pins are used if your graphics card has two 8 pin connectors, and they're able to be separated in case you need a 6 pin connector (like you do).

complicated answer

 

your GPU doesnt need additional power the 6-pin provides, but it would need it to boot because most cards refuse to boot up if it detects that it's not plugged into PCIE power
