100 kb/s on steam/EGS, 4 mb/s on torrenting, any help?

Torrents are based on the hosts' upload speed not your download speed. If a Torrent has lots of "seeds" (hosts) and their combined upload speed is high enough you can saturate your internet connection download speed. But if their combined upload speed is lower or intentionally limited you wont.

Steam hosts massive upload servers (multiple around the world) with very fast upload speeds for most games, some titles are on slower storage or not hosted on every server so the speed will be lower.

Sounds like your ISP is throttling Steam and EGS download servers or their routes suck. P2P is more effort to throttle so it makes sense they dont even bother
