Okay, so I used to have a 75 hz monitor right now I have a 60hz 4k one and windows says it can only go up to 30hz and my gpu (rx 550 bad I know) It can handle 144hz at 4k  I believe and the hdmi is through the gpu can someone help I have all my drivers up to date and everything.

Over HDMI, you need 2.1 for 4K@120Hz and HDMI 2.0 for 4K@60Hz. The RX550 should support 2.0, but it's possible the monitor may only be 1.4, or perhaps the particular card only has a 1.4 port for some reason. Anyways, that's the most likely reason you'd be limited to 30Hz. You should use DP instead, if you have the option.

 

It could also be a cable issue. The cable needs to be capable of carrying the signal you're trying to send through it. If both the GPU and monitor support HDMI 2.0, you probably have some jank cable that can only support 1.4.

3 things has to be right.

the cable

GPU supported port like DP or HDMI

the monitor or TV's port, DP or HDMI supporting it too.

 

Also sometimes it might be set at a higher bit color, turning it down could help. from 10 bit to 8 bit or something like that and what is supported.

You have two HDMI port on your monitor. 1.4 and 2.0.

Make sure you're connected in the HDMI 2.0 port of the monitor.

The reason it matters, is because monitors can often have multiple inputs, but not all are at the same spec.  My AOC has a HDMI 1.4 and HDMI 2.0 input.

Same thing with mine.  I figured it would an easy fix.
