Windows 10 dark mode?

Is there a way to have all apps also go to dark mode without turning on high contrast

If you turn on dark mode on windows all of windows native apps will be dark mode, but for third party apps it wont unless they have dark mode wich you can turn on manually.

How about the text, how do I make it all white? It turns dark green a real pain to read.
