The only thing I would get from a "raffle" like that would most likely be something along the likes of a bean powered fartomatic machine.  As long as I keep feeding it the beans, the longer I receive the farts automatically.  Otherwise, this thing isn't worth the cost of a postage stamp.  Avoid like the plague, and YES, IT IS A SCAM.

Well, check the pictures... 6% chance of "winning" a RX 5xxx / RTX 2xxx card or better.   And that 8% GeForce 10 and RX 500 is most like RX 550 cards and GTX 1030 / 1050 2 GB / 1060 3GB cards that can't be used for mining ... 86% chance of winning a shit 40-80$ by paying $130 and waiting 2-3 weeks to be shipped from China by a seller with a single negative review.

 

Plus he / she can always place fake orders and cancel them as a justification if somehow someone would request business records or something to prove he ships good cards.

It's obviously a scam. They will NEVER put a gpu in there worth more than what you pay. You'll probably get a hd3450, hd 5450/6450, gt210 all that crap. IF you even get anything.
