recommendations for S/MIME certificates for a small buisness

Hi

 

Question is the same as the title. 

 

I don't know a lot about this area, and all the purchase options look really sketchy. Should I even be purchasing them? Can I make my own or would that require some hardware or other service to run in the background (aka a server)?

 

Purpose is for government contracting.
