Is 750watts enough?

Depends on the 750w, but a good 750w should be able to handle that.

To be fair, those issues have been mostly ironed out. I know a guy who's been running a Focus GM-850 with a 3080 for the better part of a year without a single shutdown event, with the card roughly 50/50 mining and gaming (overclocked) in that time. 6800XTs draw less power and are less likely to cause OCP issues in general, so I'd feel comfortable saying it's probably fine.

its depends on how old the unit is my 650w would shut off with a 1080ti...

I think you might've just gotten a bad unit or have a really power hungry CPU. I've personally seen 1080Tis run on mediocre 500w units without issue. I'm not saying I advise those setups or would feel comfortable doing it myself, but it's possible.

I wouldn't call an overclocked 8700k over the limit, wasnt even 400w system load.
