What do you mean by deactivated? Is it locked because you don't know the icloud details it's linked to?

If you mean deactivated as in it doesn't have a phone number associated with it, yes. An iPhone without a cell number is just a glorified ipod/small ipad.

Every time mom and dad upgrade their phones us kids get them to use as game devices

 

and we actually call them iPods

Yes, they are signed into the same Apple ID as one of my parents phones. Though, the device must be connected to Wifi, and maybe even the same Wifi...

I could be wrong but if your iPhone 7 is using your same Apple ID as the 11, it could tether your 7 to the 11.  So calls and texts to your 11 could also come through on the 7.  But you would have to be on a wifi connection for both phones. I have a friend who hasn't activated her iPhone 13 yet, but did sign into her Apple ID.  And calls and texts to her old iPhone 8 are going through to her non-activated 13.  But disconnect her old 8 from her wifi, and nothing goes to the 13.
