That is called a ribbon cable I think, the "tape like thing" you are describing.

I believe that is a parallel port expansion card.

something to do with paralel, i cant tell if its plugged in on ide or floppy though.

I could use some help with this!

A likely propriety interface board for the car simulation hardware. As was mentioned previously. This would register thinks like students braking, accelerating etc. And relayed or recorded so that they could be graded. 

 

In other words, completely useless today.
