Odd system lag issue that I can't seem to find the resolution for on the internet

Probably because of my poor google searching skills but at seemingly random, my ENTIRE system will start lagging like crazy, as if the system goes down to like 5 fps. No rhyme or reason to it, it just simply happens. 

I don't have an on-camera evidence of this BUT I was streaming about a week ago and this happened during the stream and that's the closest I can get to giving you a visual on what's happening

Things I've done:
Memtest

Cinebench test

Tried different ram

Reinstalled windows

unplugged different peripherals from my usb ports

Attempted to reseat the Graphics card & Ram

Replugged in my PSU components into the motherboard

Prayed to God

 

At this point I have no clue what's happening but hopefully one of you could know what's happening

My system specs:
Ryzen 7 5800X

EVGA RTX 2080 TI

16 gb ddr4 3200mhz ram

My goodness, nobody knows? This seems like the kind of issue that could probably be fixed within 30ish minutes if I knew what could cause it. Or is my post being buried? I can't tell

If it still occurs, then I guess the most likely suspect might be the PSU? If you have a replacement unit, try that. 

No overclock at all
