Windows Boot Media Resets on install

I've tried windows support and nothing has helped so I thought id try here for help, which I have never done before.

 

I'm trying to upgrade my system boot drive to an M.2, which I have properly installed. I'm trying to install windows 10 home from a boot media I made off of windows site, but its not working and every time it hits the restart portion of the download, it just resets. 

 

Has anyone else had this issue? any ideas? 

 

Specs:

1660 Super

b350m bazooka - bios verson 7A38v1J

ryzen 5 3600

crucial 500gb m.2

Try taking the drive out before it restarts

I've tried this multiple times, as the windows forms states, at different increments on the restart, but it has not helped, and continues to  return to the start of the boot media
