Using BT Dongle #1 for Controller, #2 for headphones?

When pairing my xbox controller and wireless BT headphones to the same BT dongle, audio on the headphones cuts out; I believe I'm hitting a bandwidth limitation on BT itself. Is there a way to dedicate a second BT dongle I purchased just for the headphones? I can't seem to find a way to decide which BT dongle to use with which device.
