gigabyte rtx 2080 low clock speeds and voltage

I have have a rtx 2080 gigabyte gaming oc 8g gpu it worked fine for over 2,5 years until the summer it started to overheat and throttle.

So since i didnt have warranty anymore i opened it and replaced thermal paste and pads it ran fine afterwards for 4 months with good thermals of about 65 degrees. 

Since a couple of days ago it i noticed it doesn't boost anymore it stayed at best around 1600 - 1700 mhz i also noticed it only pulled around 90 watts and 0,8 volts temps also dont go above 50 degrees.

Also overclocking doesnt seem to work anymore not matter what i do the gpu just keeps going at the same speeds and voltages.

I flashed the bios, uninstalled (ddu) and reinstalled the drivers, reseated it, i checked my power supply by putting the cables in different connectors, deleted my oc and ran it at default but nothing seems to work.

RTX 2080 gigabyte gaming oc 8g

Z390 aorus pro wifi motherboard 

i7-9700k cpu 

corsair hx1000 psu 

Corsair 32 GB DDR4-3000 ram

what about other onboard sensors? Hwinfo64 in sensor mode can read them

i just found out that my nzxt cam software was acting up so i uninstalled it when i adjusted the settings in the cam software my card woul overclock and it would behave differently so i uninstalled it but i msi afterburner still wont overclock

alright nzxt cam just overrode everything and just made my core clock drop its solved now can anyone tell me how i can close this topic ?
