Turn your computer on and wait 60 seconds. If it still doesn't boot, take it out and put it back in.

- Clear Cmos

- did you put the ram on the correct slot?

- are they the same type of ram? or did you mix and match?

There's a button battery on your motherboard. It's probably held in by a little tab. Take the battery out and put it back in. That will clear the cmos

No. You might have to redo some BIOS settings, but nothing other than that.

No, also shut your computer down before removing the battery.

I'm also on windows 11 with needs secure boot and tpm 2.0, is there any other way that's safer? should I just return the ram and not upgrade it?

I've had some difficulty with Dell and other OEM motherboards when it comes to RAM. What motherboard do you have?

Yeah, that's probably not it.

In any case, If the RAM is  installed correctly and you went through the steps above, it's probably a good idea to try a different set of RAM.
