see image. and can i attempt to remove it using rubbing alcohol? i only have 70% tho

Before you try to clean it, does it still work?  You wouldn't want to destroy a perfectly working CPU.

It must be true, I read it on the internet...

That's probably not rust, it looks like a stain of some kind but if the cpu works I would avoid rubbing it. You'd just risk damaging it for no reason. Maybe check if something got in the socket, that's more likely to cause problems.
