GPU fans switching on causes storage HDD to be accessed

So, I have an odd annoying issue. Maybe a year ago I bought a used XFX Radeon RX 570 4GB graphics card. I'm using 64-bit Windows 7 and the last graphics driver that is available for Windows 7 for this GPU. Though, this started on day 1 as soon as I installed the card. This graphics card will switch off the cooling fans if they aren't needed. Then the card warms up enough that they are needed so the card switches the fans on. Each time this happens my storage HDD is accessed. Windows isn't installed on this drive. It is just a storage disk for whatever. If the disk isn't spinning then it must spin up and then it is accessed and the GPU fans switch on. Why? Accessing the storage drive seems weirdly unnecessary. Is there a way to stop this from happening and still have my GPU fans work like they should?
