Anyone knows how to create a IRC client in VB 10?

Hello, I am new to the forums and I want to know how to create a client for a IRC Channel. I know there are a lot of clients out there, but I want to create a custom one. It needs to be very simple and I don't need any extra features. I have been searching for a long time now.

Making your own would not be logical considering the vast amount of different clients out there.
