PciE Gen 4 usb issues? Bios not fixing issue..

So recently i purchased a gopro 9 and was having issues with lag using it through usb for a webcam. I just though it was gopros janky app so I did what any normal pissed off person would do after spending 300 for a gopro would do and bought a elgato facecam... SAME ISSUE! I did some digging into what the heck could be the issue and found out that having gen 4 turned on could cause throttling on usb 3 so I turned gen 4 down to gen 3 in the bios and kept looking and found out they released a fix via bios update.. so i thought.. i did the bios update and im still running into the same issues. Has anyone else ran into this issue i cant really find much else besides oh hey do the update it'll fix things.. Kinda blows having gen 4 equipment and nbot being able to use it to its full potential.
