Don't build one with $1000. Start by mining in your spare time and saving up for more hardware. $1000 won't get you very far.

Yeah. Start with that. See if it's something you want to invest in. If it is, start looking at what GPUs you could get for a decent deal. That also gives you time to shop around for deals. You can still get that build that was linked above though. 2 1070tis are still less than $1000, but just barely for brand new ones.

Don't expect to get rich off it. Last time I sat down and calculated rates for GPUs, on eBay in general about 8 months seems to pay it's self off. I haven't done this in about a year though, but occasionally picking a GPU or two it seems to hold up.
