Need help fixing a broken 1080.

I got this 1080 pretty cheap, but it came with a caveat that the fan chassis falls off, hence the little wooden blocks supporting it.  Once I actually got it a few more problems made themselves clear. 

 

(I have a gigabyte gtx 1080 windforce oc)

 

1. Any considerable load on the gpu makes it throttle at 93 celcuis with the fans spinning at 100% rpms.

 

2. The middle fan doesn't like to spin at all. It sticks out a little and if you push it in and give it spin it'll will spin at like 10-100 rpms for 30 seconds before stopping again

 

3. The 2 outer fans push a considerable amount of air to the point where the cooler itself is indiscernible from room temperature, yet it still throttles at 93 celcuis.

I don't want to return it as after finally getting a graphics card I don't want to go back to playing in windowed mode at 720p minimum settings in a 10 year old game. So if you guys have some ideas as to what to do I'll welcome them with open arms. I have a few ideas myself being that I need to remount the cooler with new thermal paste and maybe get gigabyte to send me a new fan chassis, but maybe I'm missing something important hence I ask thee for help.

I've got a friend who had that exact card with a similar issue, though his was an ex mining card that had 2-3 broken fan blades. What he did was buy the fans off of eBay for like $10 and replace them. The fans he got were for the 980 Ti, so they fit in there, but the connector is different so you'd half to splice the new connector onto it.
