A big requirement for any minecraft server particularly one with mods is RAM, the i3-3217U should be powerful enough for 10 players, another important factor is making sure you have enough bandwidth, this is quite a useful site http://canihostaminecraftserver.com/

Yes an i3 would be plenty. My server runs a 3570k stock and never uses more than 4% cpu with 15 -20 people. But like James said, ram is a huge factor. You want about 200-300Mb per person for a good experience.
