if another GPU is working fine,

I would immediately check power cables, if you have seperate 12v rails on your power supply (check your manual) try plugging in the PCIe power from different rails, just in case it's being overloaded?

Simple things you could try is use a different display port on the GPU, different cable, different monitor (if you have any of these)

If you have windows on of your disks, try botting to it, give it a few minutes, and see if windows picks up GPU with at least the basic display adapter driver... sometimes (i've seen anyway) the motherboard doesn't output from the bios, but windows then does... it's weird, but always worth trying

Another one is try another PCIe port on the MoBo
