Is cx450 enough to run 980ti

CX-F is a good budget unit. It's Bronze rated but actually it's near Gold but due to the RGB fan and competition  between Corsair models it's downgraded to Bronze. 550w is enough for your system. If the 650w is reasonably priced I'd take that one.

what other brands should i consider?

It's not just the brand. The model is more importand. Almost any brand has good and bad units.

1 is double forward. A no go.

They're both double forward.  Only CX and CX-F are LLC.

The second one will probably have blood stains on it from me jabbing an ice pick into my skull.

Where do you buy a PSU and what is your budget?

If that's where your PSU budget is, then just stick with your CX450.

It's low end be quiet. Depends on the price if it's worth to buy. CX650F is better in every way.

Thought you had a 980Ti?

With a CX650-F you don't need clumsy and dangerous molex to PCI-e adapters. That PSU comes with two cables with two 6+2 pi PCI-e on each cable.

I plan to buy 980ti. I'm currently using 960 4GB.

You don't need to use molex adapters if the PSU has the connectors you need.

You currently use molex adapters with CX450 and GTX 960?

I mean, Corsair CX-F RGB is a decent unit, but not for the price it usually goes for in Russia, you can buy a Corsair RM for that price, or Chieftec Polaris for almost twice as cheap. There's also dirt cheap ASUS TUF Bronze which is somewhat similar to Corsair CX but has more cables and obviously cheaper components and almost no reviews on, so it's not something i'd pick for a high-end build, but this one, with a second hand GPU ? It's fine if you want to save some money.

yeah, CX650F is twice the price of CX450. I bought CX450 in 2020 for 4k.  Nah, i want PSU with good components in it. Like, Japanese capacitors and ect. Price for CHIEFTEC Polaris PPS-550FC is 7k. And it has 12V1 45.8A compared to Corsair CX650F RGB that costs 8k and has 12V1 54A. There is also Corsair TX650M that costs 9k. My budget is kinda limited, so...

Irrelevant, ask the man who made these PSUs @jonnyGURU, RM is better than CX-F.

Because the one is 550W and the other is 650W LMAO.

But okay, there's also Super Flower Leadex III 550W and 650W or Corsair RM-x 550W and 650W. Both of which are pretty much the best units on the market in this price range. For this build 550W is completely fine, go for 650W only if you want some headroom for upgrades, although considering increasing requirements for peak power draw of current and next-gen GPUs, that probably wouldn't last you long either way.
