Need to build a web and video machine for my dad could use some help

Budget (including currency):  just gotta be a cheap web surfing machine

Games, programs or workloads that it will be used for:  youtube google

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

So you won't really need much for web browsing. But what is your budget? I'd recommend buying a used Optiplex and putting a cheap GPU such as GT 730, r5 420, etc in it if you need more graphics power. That's less than $100 for a perfectly usable system.

Edit: also an SSD - you'll want that!

Buy whatever reasonable former office machine you can find on refurbished sale and put an SSD in it. That's about all you need.

Or just use a igpu in the system. THe igpu is plenty for those uses.

The iGPU in anything beyond Sandy/Ivy Bridge is more than enough to 1080p Youtube. I wouldn't bother trying to find any GPU in this market, unless you have one lying around.

If all you need it youtube and google samsung dex would work or even a low end laptop would work

Anything pre Skylake lacks hardware acceleration support for Youtube's VP9 codec. Without it, video playback can be choppy.
