troubleshooting Windows auto-arranging desktop when using a second monitor

I've had a very strange problem that started when I bought a secondary display (main is 27in, 2560x1440, secondary is 22in, 1920x1080).

 

Windows will auto-arrange my desktop every time I plug in my secondary display. This auto-arrangement will revert if I ever unplug my second display, but if I re-arrange it while my secondary display is unplugged, Windows will auto-rearrange everything again on every reboot, or every time I unplug/reconnect my display. The strangest thing to me is that some time ago I similar two-display setup, but I had none of the problems I am encountering now. I've spent hours trying to troubleshoot this and I have gotten nowhere. Any suggestions?

That is a headache of windows 10 currently.  11 should fix that.

 

There are apps (I don't remember the names) that can manage the icon locations better than 10 does natively.
