GPU can be not at 100% for a number of reasons. DLSS could be on, RTX Shadows, Shadows set to Ultra. can try play around with some the settings.

GPU's are a bit more complex now days than just everything hitting the core.

Update

After getting the rma replacement I was able to get 90%useage  most of the time ranged from 90 to 97 depending on the game warzome was little all over the place but fps looked good. Issue am having now is stuttering in cold war but not sure if it'd only on cold war or other games too
