that pc without a shadow of doubt can play warframe possibly on 1440p too

also about the cost, maybe you can get an air cooler. a ryzen 5 3100 doesnt really need a liquid cooler

Exactly, just stick with the stock cooler even, save some money. 

 

I would personally get a used GPU, and get a 6 core CPU, like a 3600X. That will be better going forward. That 1650 is very overpriced at the moment. 

 

If you can find a 1050Ti or RX570/ RX580 something like that used, that should be fine for your usage currently, much cheaper. Those are even same speed or faster than the 1650. And you can upgrade to a better GPU later if needed.

Maybe something like this?

 

Ditched aio for a decent air cooler, should be able to reach ~4.5ghz if the board can handle it

 

Rgbify the ram and case

 

Upgraded the ssd to an nvme ssd

 

Upgraded the psu

 

 

Ditching the rgb ram and swapping the case to a neo silent + 1 p12 fan will save about 25$ if you really wanted to
