Turning on hotspot on a wifi tablet Samsung Tab A

I have a samsung tab A wifi 10.1 inch...because it is a wifi tablet i cannot see a dedicated !enu for turning my hotspot on for usages like...i want to use my tab as a mouse for pc through wifi but I can't turn on hotspot and hence can't connect it to my laptop in order to run the software.
